It reminds me of people being dragged after a boat in a parachute (which is probably called something, but how would I know, I'm Swedish :-) ). I think this looks like a more peaceful version of that..

In Spain these dogs are called 'hot dogs'. Never thought anyway they loved to fly! Well, Texas is not so far away. Maybe if he gets on the core of the jet stream...! ;-)
